It is funded primarily by the UK Foreign, Commonwealth & Development Office (FCDO) and administered by the Commonwealth Scholarship Commission (CSC) in the UK.

Full Tuition Fees: Direct coverage of 100% of university approved tuition, examination, and laboratory fees.
Monthly Living Stipend: A tax-free personal maintenance allowance to cover housing and living costs, set at £1,347 per month (or £1,652 per month for students based at universities within the metropolitan London area).
Airfare: Approved economy-class flights from Pakistan to the United Kingdom at the start of the academic course, and a return ticket upon graduation.
Warm Clothing Allowance: A specialised, one-time cash grant provided upon initial arrival in the UK to help students adjust to the British climate.
Study Travel Grant: Financial support towards the cost of approved academic travel or field research within the UK or overseas.

Eligibility Criteria
To be considered for nomination, Pakistani applicants must strictly satisfy both the UK CSC mandates and the local HEC regulatory guidelines:
Nationality & Residency: Applicants must be Pakistani or AJ&K nationals and permanent residents of Pakistan/AJ&K. Dual nationals are strictly ineligible.

Note: The CSC does not typically fund a second UK Master’s degree unless a highly compelling justification detailing a complete shift in career trajectory is provided.

Required Documents
A comprehensive, pristine digital dossier must be prepared for submission. Missing files will result in immediate disqualification by either HEC or the CSC. The portfolio includes:
Official Transcripts & Degrees: High-resolution scans of all higher education degrees, certificates, and transcripts (with certified English translations if applicable).
Valid Passport: Scan of the bio-data page proving citizenship.
Two Academic References: Submitted directly to the CSC online portal by individuals familiar with your academic capabilities.
HEC HAT Score Card: Official proof of obtaining a minimum score of 60/100 on the HEC Aptitude Test.

How to Apply
Securing a Commonwealth Scholarship requires completing a mandatory dual-portal process. Failing to submit on both portals before the respective deadlines will invalidate the application.
Take the HAT Test: Register and secure a score of 60+ via the ETC registration portal.
Submit to the UK CSC Portal: Complete the official application form on the Commonwealth Scholarship Commission online system (CSC Central). Ensure all development statements are fully detailed.
Submit to the HEC Portal: Register on the HEC scholarship portal, select Learning Opportunities Abroad, complete the profile, and link your HAT score. Print and sign a physical copy of the submitted form for your records.
Nomination and Final Selection: HEC reviews applications solely on HAT scores and academic merit. Selected nominees are put forward to the CSC in London. The final selection confirmation letters are issued directly by the CSC by July of the academic intake year.
